No person shall deposit any material as defined in § 52.01 within the landfill which was generated outside of Clay and Yankton Counties unless the person has entered into a contractual agreement with the Joint Authority permitting the use of the municipal landfill or with special permission of the Vermillion City Manager provided that the City Manager has determined that the material is being received in compliance with all terms and conditions of the Joint Authority’s landfill permit.
