§ 52.16 GARBAGE, RUBBISH, REFUSE, WASTE MATERIAL ON VACANT LOTS.
   No person shall throw or deposit receivable solid waste as defined in § 52.01 on any open or vacant property with the city, whether owned by the person or not.
