The owner or person in control of any private property shall at all times maintain the premises free of commercial waste, household waste, garbage, infectious waste, industrial waste, rubble or yard waste except that used for composting as defined in § 52.01; however, this section shall not prohibit the storage of receivable solid waste as defined in § 52.01 in authorized private receptacles for collection.
