§ 52.14 RECEIVABLE SOLID WASTE ON OCCUPIED PRIVATE PROPERTY.
   No person shall throw or deposit receivable solid waste or other kinds of waste as set forth in § 52.01 on any private property within the city, whether owned by the person or not; except that the owner or person in control of private property may maintain authorized private receptacles for collection awaiting prompt disposal in such a manner that the receivable solid waste will be prevented from being carried or deposited by the elements upon any street, sidewalk, or other public place or upon any private property.
