The Council shall designate an area to be known as the municipal landfill area, which area shall be for the depositing of all receivable solid waste and yard waste. It shall be unlawful for any person to deposit or cause to be deposited any garbage, rubbish, or other waste materials in or upon any park, street, alley, gutter, or in or upon any other private or public property within the city or upon any property on the route between the city and the municipal landfill area.
