(A) Except as provided in this section, the City Manager shall act as the purchasing agent for the city in making all purchases of supplies and equipment, professional services, price, discount and maintenance-service agreements.
(1) Supplies and equipment. The City Manager, or designee, may purchase all supplies and equipment necessary for the general operations of the various city departments provided the appropriate funding for such supplies and equipment has been included in the adopted annual budget. The cost of such supplies and equipment will not exceed limits set by state bid laws.
(2) Professional services. It is the policy of the city to select a professional service provider on the basis of demonstrated competence and qualifications for the types of services to be performed, and at fair and reasonable prices. To obtain professional services, the City Manager, or designee, may enter into and sign on behalf of the city, agreements for professional services provided such services are necessary for the implementation of the city's annual Appropriations Ordinance. The City Manager shall submit notification to include the nature and extent of such agreements to the City Council. The City Manager shall evaluate and award proposals from providers of professional services based on fair and objective criteria that implement the policies and mission of the city.
(3) Price, discount and maintenance-service agreements. To obtain quantity or bulk prices or other discounts and to facilitate the city's operations, the City Manager may enter into and sign on behalf of the city, price agreements, discount agreements, and maintenance-service agreements for supplies and maintenance services if such agreements are for one year or less and funds have been budgeted and appropriated therefor. The value of such agreements will not exceed limits set by state bid laws.
(B) The City Manager shall develop the appropriate rules, policies, and procedures for all purchases authorized under this section.
