As used in this chapter:
(a) "Board" means the Cable Television Board.
(b) "Council liaison" means the nonvoting member appointed by the President of Council pursuant to Section 286.03.
(c) "Member" means any of the members of the Board, which, unless the context otherwise requires, includes both the Council liaison and the voting members.
(d) "Voting member" means each member other than the Council liaison.
