The Cable Television Board shall consist of six members: one Council liaison and five voting members. The Council liaison shall be appointed by the President of Council and shall serve as the liaison to the Board. The Council liaison shall not have the right to vote on any matter before the Board. The five voting members shall be electors either of the City or of any area served by the cable television system serving the City, and shall be appointed by the Mayor, subject to confirmation by a majority vote of the members of Council. The term of the Council liaison shall commence on January 1 and shall be for his or her term of office or terminate at such time as he or she is no longer a member of Council, whichever shall first occur. The voting members first appointed shall serve staggered terms as follows: one voting member for a term of one year, one voting member for a term of two years, one voting member for a term of three years, one voting member for a term of four years and one voting member for a term of five years. Thereafter, each successor voting member (other than a voting member appointed to fill a vacancy occurring prior to the end of the term) shall serve for a term of five years. Subject to any other provision of this chapter, the term of each member shall commence on January 1 and shall end on December 31. Each member shall hold office from the date of his or her appointment until the end of the term for which he or she was appointed unless removed as hereinafter provided. The Mayor shall have the right to remove any voting member based upon the recommendation of the majority of the other members.
Vacancies among the voting members shall be filled by appointment of the Mayor, subject to confirmation of a majority of Council. A vacancy in the position of Council liaison shall be filled by appointment by the President of Council. Any voting member shall continue in office subsequent to the expiration date of the term for which he or she was appointed until his or her successor is appointed. Any member appointed to fill a vacancy occurring prior to the expiration of the term for which is or her predecessor was appointed shall continue as a member for the remainder of such term.
