All full-time regular members, except unskilled laborers, of the Divisions of Utilities, Streets and Cemeteries of the City shall be in the classified service of civil service as provided in Article VII, Section 2
, of the Charter.
The full-time regular members of these Divisions, except unskilled laborers, who are full-time regular members of the Divisions on the effective date of this section (Ordinance 975, passed June 15, 1964), shall be placed in the classified service in their respective positions without examination.
