252.12 LONGEVITY BENEFITS.
   (a)   There is hereby established, in addition to regular wages earned, for regular full-time members of the Police Division and all other full-time employees, a longevity or length of service pay.
   (b)   Following five years of full-time employment, regular full-time members of the Police Division and all other full-time employees shall be eligible to receive, in addition to their regular wage, a sum in the amount of one percent of their annual base pay, exclusive of overtime. Each year thereafter, such members and employees shall be eligible to receive an additional one-half of one percent, up to and including a maximum of five and one-half percent of their annual base pay.    (c)   Longevity pay shall be paid to eligible employees once each year on the first regular pay date in December, commencing the December of 1980, provided that the one-half percent increase in the fourteenth year of employment shall become payable only on and after December, 1984.
   (d)   No longevity pay shall be paid for partial years of service; only full years of service shall count towards receiving longevity pay. For the purposes of this section, those employees whose anniversary dates are July 1, or prior, shall be considered to have one full year of service. Those employees whose anniversary dates are July 2, or thereafter, shall be given credit for one full year of service at the end of the following year. For example, if an employee's anniversary date is July 1, 1974, he or she shall be considered to have five years of employment by December of 1978. If his or her anniversary date is July 2, 1974, he or she shall be considered to have four years of employment by December of 1978. The first pay date in December, when the eligible employees receive their longevity pay, shall constitute the end of that year and shall be counted as a completed full year.
   (e)   It is the specific intention of this section that in order to qualify for a preceding year of longevity pay, each employee must continue uninterrupted employment through the first pay date in December. There shall be no proration of longevity benefits on behalf of any employee who shall leave the Municipal service early for any cause.
