There is hereby created, within the Police Division, the position of City Watercraft Operator. The appointment of each such position shall be made by the Mayor and each Operator shall serve at the pleasure of the Mayor. Such Operators shall be part-time employees in the nonclassified and noncompetitive service of the City and shall enjoy no fringe benefits, except as required by law. Such Operators shall be responsible directly to the Chief of Police and the chain of command established by the Chief in such Division. Not more than three persons shall be authorized to be such Operators.
