All full-time regular members of the Police Division who hold the rank of Third Class patrolman or higher, will receive, in addition to all other compensation, an additional monthly sum computed as follows:
One dollar ($1.00) multiplied by the number of completed quarter credit hours earned towards the awarding of a Police Science Associate Degree up to and including 100 credit hours by an educational institution approved by the Mayor.
All compensation received by virtue of this section shall be computed as of the end of the spring quarter of 1973, of the applicable educational institution. Each individual's additional compensation as stated herein will be recomputed after the spring and fall academic quarter of each year.
