(a) There is hereby established within the Department of Public Safety and under the direction and control of the Mayor, acting as Safety Director, the position of Humane Officer.
(b) The Humane Officer shall be appointed by the Mayor and shall serve at the pleasure of the Mayor. The position of Humane Officer shall be a part-time position and shall be in the nonclassified and noncompetitive service of the City. The Humane Officer shall receive no fringe benefits, except as required by State law. Such appointee shall perform all of his or her duties as specified by Chapter 618 of the General Offenses Code. The Director of Finance is hereby authorized and directed to cause payment to be made to such appointee at the rate of the Federal minimum wage, as amended from time to time. The time schedule for such appointee shall be approved by the Mayor, acting as Safety Director, or the Mayor may delegate the responsibility for such approval to the Chief of Police.
