The provisions of this Charter shall become effective January 1, 1962. The Mayor elected at the November 7, 1961, municipal election shall perform all the duties and functions of the Mayor under this Charter. The seven members of Council elected at said election, including any member appointed to fill a vacancy in accordance with Article III, Section 6, shall constitute the Council under this Charter.
The following statutory elective offices shall be abolished at the times indicated: the offices of Auditor and Treasurer shall be abolished when a Director of Finance is appointed as provided in Article V, Section 4; the Board of Trustees of Public Affairs shall be abolished when a Director of Public Service is appointed as provided in Article V, Section 2; the office of City Solicitor shall be abolished when a Director of Law is appointed as provided in Article V, Section 5; and the office of President of Council shall be abolished January 1, 1962.
