Any vacancy in the Council shall be filled by a majority vote of the remaining members of Council for the unexpired term. If the vacancy is not filled within thirty days after it shall have occurred, the Mayor shall fill it by appointment. Any person elected by Council or appointed by the Mayor to fill a vacancy on Council must meet all the residence requirements contained in this Charter which are applicable to the Council seat to which he is elected or appointed.
