SECTION III-1. Number and Term.
   The legislative powers of the Municipality, except as otherwise provided by this Charter and the Constitution of the State of Ohio, shall be vested in a Council of seven members elected for terms of two years commencing on the first day of January next following their election.
   For the terms of Councilmen beginning January 1976 and thereafter the Council shall consist of seven persons, five of whom shall be elected by electors of the wards of the City of Vermilion and two of whom shall be elected by the electors of the City at large, and any vacancy shall be filled as provided in Section 6 of this Article.
   The Council shall after each recurring Federal census, and within six months after the issuance of the proclamation by the Secretary of the State of Ohio of the population of the City, subdivide the City into five wards. The wards shall be composed of adjacent and compact territory as nearly equal in population as practicable. If the Council fails to make the subdivision within the time required, the subdivision shall be made by the Mayor.
