244.01 RECREATION AND PARK PERSONNEL.
   (a)   There is hereby established the position of Director of Parks and Recreation of the City. The duties of such appointee shall be to implement and supervise the recreation program of the City as established by the Parks and Recreation Board. Such appointee shall serve at the pleasure of the Board, shall be directly responsible to the Board, shall comply, so far as is practical, with the reasonable requests of the Mayor and shall work in cooperation with other department heads. The Director shall be compensated as determined by Council and his or her time records shall be approved by the Chairperson of the Board.
 
   (b)   There is hereby established the position of Assistant Director of Parks and Recreation of the City, with as many as two appointees for such position hereby authorized. The duties of the Assistant Director shall be to support the Director, to whom he or she shall be immediately responsible. Such appointees shall be hired by the Parks and Recreation Board and serve at its pleasure. The compensation of such Assistant Directors shall be as determined by Council and his or her time records shall be approved by the Chairperson of the Board.
 
   (c)   There is hereby established the position of Supervisor of Park Maintenance, who shall be appointed by and serve at the pleasure of the Parks and Recreation Board. His or her primary duties shall include the maintenance, repair, upkeep, renovation and aesthetic appearance of the various public lands under the control and jurisdiction of the Board. The compensation of such Supervisor shall be as determined by Council, with all time schedules being approved by the Chairperson of the Board.
 
   (d)   There is hereby established the position of Park Maintenance Personnel, with as many as four appointees for such position hereby authorized. They shall be appointed by and serve at the pleasure of the Parks and Recreation Board. The duties of such personnel shall be to serve and otherwise assist the Supervisor of Park Maintenance in his or her duties. The compensation of such personnel shall be as determined by Council, with the time schedule to be approved by the Supervisor of Park Maintenance.
   (e)   The compensation of playground supervisory personnel shall be as determined by Council, with the time schedule to be approved by the Supervisor of Park Maintenance.
 
   (f)      The Compensation for Field Maintenance Personnel shall be determined by Council, with the time schedule to be approved by the Parks and Recreation Director. Compensation for Youth Baseball Umpires shall be at a rate schedule determined by Council per umpire per game, with the specific compensation to be determined by the Parks and Recreation Board.
 
   (g)   All appointments referred to in this section shall be considered part-time personnel of the City within the nonclassified, noncompetitive service and shall receive no fringe benefits.
