1444.07 CONTENT OF EXAMINATION.
   (a)   The Building Official shall examine every new application for a contractor's certificate of registration and qualification as to his/her practical and theoretical knowledge of the work in his/her field and his/her ability to perform such work. Such examinations may be made in whole or in part in writing. If the Building Official is satisfied that such applicant possesses sufficient knowledge of all codes and regulations applicable to the work of his/her particular field, to be performed in the City, and is sufficiently skilled in his/her trade, the Building Official shall then forthwith certify such fact to the Building Department and upon payment of the registration fee, as provided in Section 1444.05, shall issue to such applicant a certificate of registration and qualification in accordance with such certification, authorizing the applicant to engage in work as a contractor in the City, within the meaning of Section 1444.01. In the case of the annual renewal of the certificate, no further examination shall be required.
   (b)   Renewals - only contractors that were registered and in good standing with the Building Department in the immediate previous year shall be considered renewals. Any contractor that submits for registration, and whose previous registration (if applicable) had lapsed for a period of one year or longer, shall be considered as and treated as a new registration.
