1444.01 DEFINITIONS.
   As used in this chapter:

   (a)   "Commercial general contractor" means a person who contracts for additions to, or for the erection, remodeling, alteration and repair of, buildings or structures governed by the Ohio Building Code. Such contractor is permitted to do all jobs pertaining to the structure of a building, with the exception of plumbing, heating, electrical and air conditioning work and work on any utility service lines, including sewer, water or gas lines, which must be done by a state licensed contractor. All subcontractors hired by the general contractor must be registered by the City.

   (b)   "Contractor" means any individual, firm, co-partnership, corporation, association or other organization, or any combination thereof, who or which, by himself or herself or itself, or by or through others, constructs, alters, repairs, adds to, subtracts from, reconstructs or remodels any building, structure or appurtenance thereto, or who or which undertakes, offers to undertake, purports to have the capacity to undertake or submits a bid to do so.
         "Contractor," in addition to general contractors, includes subcontractors and specialty contractors whose operations as such are the performance of construction work requiring special skill, or whose principal contracting business involves the use of specialized building trades or crafts, such as, but not limited to, plumbers, excavators, carpenters, masons, concrete finishers, tinners, sewer installers, heating equipment installers, sign erectors, roofers, drywall applicators, drywall plasterers, swimming pool installers, pavers, blacktop contractors, concrete contractors, insulation installers, garage door installers, painters/interior decorators, canvas awning installers, handyman contractors, glaziers, sprinkler system installers (interior and exterior), welders, structural contractors, fence installation contractors, and lathers and plasterers.

   (c)   "Electrical contractor" means a person who contracts to engage in the installation, repair or replacement of electrical wiring and wiring for electric heating, fixtures, equipment and devices governed by the Ohio Building Code and the Residential Code of Ohio, according to the provisions of the National Electrical Code (NFPA 70).

   (d)   "Excavation contractor" means a person who contracts to dig excavations for basements, footer trenches, trenching for and laying of sewer piping to buildings or structures from the point of connection in the public right-of-way and trenching and laying of utility lines to a building or structure or any person who operates any type of earthmoving equipment. This registration shall be confirmed by the City Engineer.

   (e)   "Heating and refrigeration contractor" means a person who contracts to engage in the installation, repair or replacement of forced air, hot water and steam heating as well as air conditioning.
   (f)   "Masonry contractor" means a person who engages in masonry and concrete work, brick and block laying, driveways, sidewalks, footers and concrete foundations.
   (g)   "Plumbing contractor" means a person who contracts to engage in the installation, repair or replacement of sanitary fixtures, piping necessary for disposal of wastes, piping for water lines and gas lines and hot water and/or steam heating systems.

   (h)   "Outdoor signboard or billboard erector" means a person who contracts to erect, replace or repair signs that advertise something other than the use or occupancy of the premises on which they are erected. Electrical work for this category shall be performed by a registered State licensed electrical contractor.

   (i)   "Residential general contractor" means a person who contracts for additions to, and for the erection, remodeling, alteration and repair of, buildings governed by the Residential Code of Ohio, any and all laws governing one, two and/or three-family dwellings. Such contractor is permitted to do all jobs pertaining to the structure of a building (one, two and three-family dwellings), with the exception of plumbing, heating, electrical and air conditioning work and work on utility service lines, including sewer, water or gas lines. All subcontractors hired by the general contractor must be registered by the City.

   (j)   "Security system contractor" means a person who contracts with persons within the City to engage in the business of installation, repair or replacement of security systems.

   (k)   "Siding contractor" means a person who engages in residing of buildings.

   (l)   "Sign erector" means a person who contracts to erect, replace or repair signs advertising an occupancy or business within or on the premises for which a sign is provided. Electrical wiring for signs, from the fuse panel to the sign outlet, shall be performed by a registered State licensed electrical contractor.

   (m)   "General contractor" means any person who enters into a contract with a building owner or his or her agent for the performance of work involving more than one trade or craft. The general contractor shall be permitted to acquire permits for all trades, provided that he or she lists all licensed contractors at the time he or she acquires the permits.
   (n)   "Subcontractor" means any person who performs a special skill, trade, craft or profession as a business for profit in the City, and as part of a construction contract, whether on behalf of the general contractor, the building owner or the agent of an owner.
