(a) General Instructions. The developer shall follow the Ohio Transportation Department publication mentioned in Section 1250.03(a) in providing storm sewers and storm sewer inlets to drain all of the street intersections and to limit the flow of surface water in the gutters, before entering the sewer inlet, to approximately 200 feet. Also, facilities must be provided to care for downspouts by a six-inch diameter line to the street storm sewer. Yard drains and sump pumps (clean water only) shall be connected to this storm water line. Driveway aprons may be drained to the street gutter or the storm water drain line.

(b) Basic Design Data.
(1) Surface runoff. To determine the quantity of surface runoff for which capacity should be provided, the State of Ohio, Department of Transportation, Construction and Material Specifications, January 1, 1975 edition, as amended, and the Division of Highways, Bureau of Roadway Design, Standard Construction Drawing, as amended by Council, shall be followed, except where they specifically deviate from other ordinances duly enacted by the City.
(2) Intensity of precipitation. The intensity of rainfall shall be determined from the State of Ohio, Department of Transportation, Construction and Material Specifications, January 1, 1975 edition, as amended, and the Division of Highways, Bureau of Roadway Design, Standard Construction Drawing, as amended by Council, except where they specifically deviate from other ordinances duly enacted by the City. Use ten year frequency factor.

(3) Impervious or runoff coefficient. A weighted value of the increment areas shall be computed, using 0.9 for roof areas and hard surface paved areas, 0.7 for sidewalk and macadam driveways and 0.2 for unpaved areas, yards and lawns. (Ord. 850. Passed 7-1-63.)
(4) Size of sewer. The minimum diameter street sewer allowed shall be twelve inches. (Ord. 74-42. Passed 5-6-74.)
(5) Depth. Minimum depths for storm sewers shall be three feet of cover and provide clearance for other utilities.
(6) Location. Wherever possible, the storm sewers shall be located sixteen feet from the center line of the street.

(7) Manholes. Manholes shall be placed at intersections and termini of sewers; at all changes in size, alignment and slope of sewer, in pipe sizes under thirty-inch diameter; at or near junction chambers and curves on sewers thirty inches in diameter or larger; at points where inlets are to be connected; and at intermediate intervals as required for maintenance.
(c) Materials and Installation. All materials used and the installation of those materials shall be in accordance with Section 1250.15.

(d) City Standards. The storm sewer system shall comply with City Standards for Storm Sewer Detail, the State of Ohio, Department of Transportation Construction and Material Specifications, January 1, 1975 edition, as amended, and the Division of Highways, Bureau of Roadway Design, Standard Construction Drawing, as amended by Council.
