(a) The charges provided for in Section 1064.02 shall be collected at the time of the regular City water billing and are payable at the office of the Director of Finance or at any other designated collection center.
(b) The fee for the collection and disposal of garbage and rubbish shall be included in the water billing of those residences which have City water.
(c) There shall be a separate billing, payable at the time of the regular City water billing, for those residences which do not have City water.
