(a) Each residential unit shall pay a monthly charge for residential garbage, rubbish, recycling and yard waste collection per the contract adopted per ordinance and per the specifications prepared by the City of Vermilion and the bid documents attached thereto.
(b) Each residential unit shall pay an additional monthly charge of sixty cents ($.60) for administrative overhead incurred in billing and collecting such fees and in administering the program.

(c) The additional monthly charge of sixty cents ($.60) for administrative overhead incurred in billing and collecting such fees shall be equally distributed at thirty cents ($.30) in the Water Fund and thirty cents ($.30) in the Sewer Fund, and Council will review and approve these distributions in February of each calendar year, and any money collected shall be distributed by December 31 in the same calendar year.
