No sale or transfer of a lot by a lot owner, except by descent, shall be effective or binding upon the City until an instrument of conveyance thereof shall be presented to the Cemetery Clerk for transfer on the cemetery records. Transfers by descent may be made by deed. Deeds and transfers can be prepared by the Cemetery Clerk with the deed charges for such services listed in Section 1060.01.
