The sewer service charges provided for in this chapter shall be billed separately from the water bills and shall be payable at a time selected by the Director of Public Service. Delinquent sewer service charges shall result in the shutting off of water and sewer services even though the water charges are paid. All matters with respect to persons billed, deposits, definition of delinquency, penalties and service charges shall be defined under bylaws and regulations as provided for in Section 1044.02.
