1044.02 AUTHORITY TO MAKE REGULATIONS.

The Director of Public Service is authorized and directed to make such bylaws and regulations as he may deem necessary for the safe, economical and efficient operation of the sewerage system of the City. Such bylaws and regulations shall have the same force and effect as an ordinance of Council.
