No person shall construct a sidewalk within the limits of the City until he or she has secured a permit from the Chief Building and Zoning Inspector to construct such sidewalk. Before such a permit is issued, the applicant, unless he or she is the property owner, shall furnish proof of public liability insurance coverage as required and provided for in Section 1444.085
of these Codified Ordinances.
