§ 97.20 EXCEPTIONS.
   If in any instance it is physically impossible or if in the opinion of the Department of Public Safety and Service it is not proper to locate a sidewalk on the line or grade herein specified, then in either event the line or grade shall be given by the Engineering Department Supervisor under the direction of the Department.
