Whenever a new sidewalk is built under this chapter, adjacent to a sidewalk which has been built under previous ordinances which may have been in force in the city, there shall not be a break between the old and new walk, but the method of joining to the old sidewalk shall be determined and the new sidewalk built in accordance with the decision of the Director of Public Safety and Service.
