§ 97.08 EXCAVATIONS; BACKFILL; TRENCHES.
   Any person, firm, or corporation, before digging a trench or making any excavation whatsoever in any public street of the city, shall first notify the Director of Public Safety and Service of his or her intention to do so, and shall do and perform the work in accordance with the following provisions:
   (A)   All backfill of the trench or excavation shall be composed of material which can readily be incorporated in a 4-inch layer, loose depth, and shall be deposited in level layers not exceeding 4 inches in thickness, loose depth, and compacted with mechanical or pneumatic tamping devices to the required density;
   (B)   The required density shall be obtained by the striking of a blow 4 times within the radius of the tamping head, using soil which contains the optimum moisture. Optimum moisture means 15-20% moisture by weight;
   (C)   When tile is laid in the trench the earth shall be tamped solidly under and around the tile to a depth of 12 inches above the top of the tile and shall be carefully thrown in with shovels and not dumped directly into the trench with vehicles or otherwise. From this 12-inch level to the level of the surface of the street, the backfill shall be in accordance with the preceding paragraphs of this section.
