If the person who is in possession of the property is engaged in a bona fide commercial operation or if the vehicle is a collector's vehicle, then the vehicle may be stored upon the following condition: The vehicle shall be concealed from the general public by means of buildings, screening fence, shrub, or other suitable obstruction.
