In addition to other rules and regulations previously adopted and subsequently adopted by Council, the Safety-Service Director, and the Department of Natural Resources, Division of Wildlife, State of Ohio, ice fishing shall be subject to the following rules and regulations:
(A) No ice fishing hole shall be larger than 8 inches in diameter;
(B) No tip-ups shall be unattended;
(C) No person shall ice fish on the reservoirs of the city without a valid Ohio fishing license, reissued before March 1 of each calendar year;
(D) No person shall dispose of any trash or debris of any kind whatsoever on the ice or in the water;
(E) Only portable shelters shall be permitted on the ice on the reservoirs and they shall be removed from the ice and city property when not in use;
(F) No person under 16 years of age shall ice fish on the city reservoirs unless accompanied, at all times, by a person over the age of 21 years;
(G) No person shall ice skate, snowmobile, ice boat, or ice sled on the city reservoirs, and appropriate signs shall be posted to this effect;
(H) No person shall ice fish in the pumping areas, and signs to this effect shall be posted;
(I) All parking shall be in designated areas only;
(J) Anyone ice fishing on city reservoirs assumes full liability and responsibility for deciding whether or not the ice is safe for fishing. The city assumes no responsibility or liability for deciding whether the ice is safe for ice fishing regardless of action it may take in the regulation of ice fishing;
(K) Ice fishing is an activity of the Parks and Recreation Board of the city and state solely and no charge shall be made for ice fishing whatsoever. Ice fishing is not an activity or function of the Water Department in any manner whatsoever; therefore the city and Water Department and the Parks and Recreation Board of the city assume no liability whatsoever for anyone taking advantage of the privilege of ice fishing, anyone visiting a person ice fishing, anyone observing ice fishing, or anyone on the ice on the city reservoirs for any reason whatsoever. Anyone on the ice of the city reservoirs for any of the above reasons or any other reason or reasons agrees to hold the city harmless for any liability for damage to their property or injury to their person and does agree to this condition by the mere act of going on the ice on the city reservoirs.
