The Fourth Ward shall be and shall contain all that territory bounded and described as follows:
(A) The west boundary line shall begin at the intersection of South Washington Street and South Avenue, and from there shall be the same as the east boundary of the Third Ward as set out in § 11.04;
(B) The south boundary line shall be the south corporation line;
(C) The east boundary line shall be the east corporation line;
(D) The north boundary line shall be the same as the south boundary line of the First Ward as set out in § 11.02.
