1060.04   PLACEMENT OF RECEPTACLES.
   All approved garbage containers, including receptacles, cans and plastic bags, shall be placed at the curb for pickup. No such garbage receptacle shall be placed at the curb prior to 12:00 noon on the day preceding the pickup and all containers shall be moved from the curb by 6:00 p.m. of the day following the scheduled pickup day. When not at the curb for pickup, all trash and garbage receptacles shall either be in an enclosed building or placed behind the front building line. Dwelling units containing four or more units which use unitized single containers provided by the City, or where a fee has been paid for off-curb refuse collection, shall be exempt from this section.
   All garbage containers for dwelling units where the owner has paid the off-curb pickup fee shall be placed for collection so that the collector is not required to go more than ten feet beyond the rear line of the principal building for collection purposes. In the case of buildings containing three or fewer dwelling units, the collector shall, in no event, be required to go more than seventy feet from the right of way for collection purposes. In no event shall the collector be required to enter garages, carports, breezeways, fenced rear yards or other structures to make collection. If it is not practical to place containers for collection as specified in this section, the City Manager, with the concurrence of the collector, shall determine the location of containers.
   In the case of unitized single containers for buildings or structures containing four or more dwelling units as required in Section 1060.03, placement of such containers shall be such as will permit access by truck of the collector. If any dispute arises over placement of the unitized single containers, the City Manager, with the concurrence of the collector, shall determine the location for such containers.
   This section shall not prevent the placement of trash as provided in Section 1060.05.
