Every owner, occupant, tenant or lessee owning, using, occupying or leasing any building or structure for church, school, commercial, industrial, institutional or dwelling purposes, provided the dwelling structure does not contain more than three dwelling units, shall provide and maintain garbage cans and receptacles of sufficient number and type as specified herein, to contain the garbage and trash that will accumulate on the premises. The receptacle shall be constructed of metal or its equivalent, shall be of substantial weatherproof material, shall have two handles on the body of the container and shall not exceed thirty gallons capacity. All such receptacles used to contain garbage shall have a tight fitting lid or cover, which cover shall be kept secure and fastened so as to prevent the entry of flies at all times when garbage is stored and in the receptacle.
Every apartment building or structure containing four or more dwelling units used for residential purposes shall place their garbage and refuse in unitized single containers of a type and description as may be required by the City. It shall be the responsibility of the contract hauler to provide these unitized single containers in sufficient numbers. The containers shall be maintained by the hauler and the cost of such container shall be borne by the contract hauler.
