(a) There is hereby established within the Department of Engineering a Division of Inspection.
(b) The Division shall consist of a registered architect, to be responsible for the operation of the Division, a Code Enforcement Officer and such other personnel as determined by Council.
(c) The duties of the Division are to enforce all codes of the City, except traffic, criminal and post-construction fire, including would-be nuisances, building, zoning, fire, utility, construction, subdivision (except engineering plans) and housing, if adopted by Council. In fulfilling its enforcement functions, the Division will perform plan review, supervise the issuance of permits, perform inspections, initiate inspections for code violations and perform follow-up work as required. The Division of Fire will also review plans when necessary. The head of the Division of Inspection will also coordinate planning, design and supervision of City building projects and will participate in the design and implementation of City sponsored development and redevelopment.
