Any owner keeping or harboring a wild, vicious or exotic animal at the date of the adoption of this subchapter shall comply with the application and permit provisions herein within 30 days of the adoption of this subchapter, and shall meet the primary enclosure standards within 30 days, and shall also meet the secondary enclosure standards within 120 days of adoption of this subchapter.
