As a condition precedent to the keeping, sheltering or harboring of wild, vicious or exotic animals, the owner shall continuously maintain liability insurance coverage in at least the amount of $1,000,000 per claim to compensate persons for personal injury and property damage which may result from the keeping of these animals.
