It shall be unlawful for any owner to keep a vicious, fierce or dangerous animal unless it is confined within a secure building or enclosure, not including underground fences, or unless it is securely muzzled and under restraint by a competent and capable person who, by means of a leash, chain, or rope has such animal firmly under control at all times.
