The Board of County Commissioners shall establish a schedule of fees, charges and expenses, and a collection procedure, for permits, plan reviews, inspections, variances, appeals and other matters pertaining to this chapter. No permit, certificate, variance and the like shall be issued unless or until the costs, charges, fees or expenses as established have been paid in full, nor shall any action be taken on proceedings before the administrative board authorized by this chapter unless or until charges and fees have been paid in full. A fee schedule is hereby adopted by reference as if set out in full herein, and shall hereafter be reviewed on an annual basis.
