(A) A development permit shall be required in conformance with the provisions of this chapter prior to the commencement of any development activities.
(B) A permit shall be construed as permission to proceed with work and not as authority to violate, cancel, alter or set aside any of the provisions of this chapter or any regulations included by reference. Issuance of a permit shall not prevent the Planning Department or Inspection Department from thereafter requiring correction of errors in plans, construction or violations of this chapter.
