(A) The Planning Board shall prepare and submit to the Board of County Commissioners, for its consideration and possible adoption, regulations for land subdivision, in accordance with G.S. § 153A, Article 18.
(B) The Planning Board shall review, from time to time, the county’s regulations for land subdivision in the area and submit to the Board of Commissioners its recommendations, if any, for the revision of the regulations.
(C) The Planning Board shall review and make recommendations to the Board of Commissioners concerning all proposed subdivisions, the accompanying plats of subdivisions and the recombinations of any previous land subdivisions.
(D) (1) The Planning Board shall circulate or cause to have circulated all proposed subdivision plans to appropriate government, utility and public service entities for review and comment.
(2) The comments shall be considered in the formulation of recommendations to the Board of Commissioners.
