§ 150.25 LAND USE PLAN.
   (A)   The comprehensive land use plan, with the accompanying maps, plats, charts and descriptive matter, shall be the Planning Board’s recommendations to the Board of County Commissioners for the development of the county’s jurisdictional area.
   (B)   (1)   The plan and any ordinances or other measures to effectuate the plan shall be made with the general purpose of guiding and accomplishing a coordinated, adjusted and harmonious development of the county and its environs.
      (2)   In accordance with present and future needs, the plan shall promote the health, safety and the general welfare of county citizens.
   (C)   The Planning Board may initiate, from time to time, proposals for amendment to the land use plan based upon its studies. In addition, it shall review and make recommendations to the Board of Commissioners concerning all proposed amendments to the county land use plan.
   (D)   The Planning Board shall circulate or cause to have circulated all proposed amendments to the county land use plan to appropriate government, utility and public service entities for review and comment. These comments shall be considered in the formulation of recommendations to the Board of County Commissioners.
