(A) All violations of this chapter, including failure to pay the fees imposed herein within 14 days following notice that the fees are due, shall subject the offender to a civil penalty in the nature of a debt. These civil penalties may be recovered by the county in a civil action in the nature of a debt, pursuant to G.S. §§ 153A-123(c) or 160A-175(c).
(B) Effective on the date of this chapter, all alarm users shall begin with 0 number of responses for purposes of § 93.16.
