The City Board of Public Works and Safety, upon written request, may issue temporary licenses pursuant to this chapter to charitable, nonprofit and similar organizations, authorizing the organizations to sell and otherwise distribute goods, wares and merchandise on public property, and may further issue the temporary permits without cost to the applicant for the conducting of the activities.
