§ 33.01 APPOINTMENT OF DEPARTMENT HEADS AND EMPLOYEES OF BOARDS AND COMMISSIONS.
   (A)   The Mayor shall appoint the heads of all Departments contained in §§ 33.15 through 33.25, and shall also appoint persons to serve as City Attorney and City Engineer.
   (B)   The Mayor shall appoint the Heads of the Department of Parks and Recreation and the Department of Waterworks, and a City Planner who shall serve as the Secretary to the Advisory Plan Commission. These appointments shall be made with the approval of the Boards or Commissions operating the Departments.
   (C)   The Mayor shall serve as the head of the Department of Planning and Economic Development, and shall appoint members to the Commissions and Boards listed in §§ 33.15 through 33.25 pursuant to this section or statutory provisions unless otherwise provided by law.
   (D)   The Mayor shall be a member of the Board of Public Works and Safety and shall serve as the Chairman of that Board. There shall be two additional members of the Board, and they shall be residents of the city and appointed by the Mayor. At the discretion of the Mayor, the members may be appointed or elected officials of the city.
   (E)   The Mayor shall appoint persons to serve as members of the Department of Parks and Recreation and the Department of Waterworks.
   (F)   All Department Heads and/or officials appointed by the Mayor pursuant to this section shall serve at his or her pleasure. The Mayor may suspend or remove from office any officer, department head or other employee appointed by him or her or by a prior mayor. The removal or suspension shall be made by a written notice to the affected person and a written statement to the Common Council.
   (G)   All persons currently serving as members of the various Boards and Commissions who have been appointed by the Mayor shall continue to serve in their appointed positions for the remainder of their appointed term, and shall be replaced or reappointed according to law.
   (H)   Members of the Boards and Commissions not specifically referred to in this section shall be appointed by the Mayor unless otherwise provided by law.
   (I)   A Department Head or appointed official may appoint deputies or other employees at his or her pleasure unless otherwise provided by statute. A department head or appointed official may dismiss deputies and employees, but if 30 days have passed since the department head or official was appointed, he or she must file with the Clerk-Treasurer a written statement of the reasons for dismissal for any employee other than a deputy or temporary or seasonal employee. All appointments or dismissals shall be subject to approval by the Board or Commission which operates that particular Department.
   (J)   Any Board, Commission or Department established by this chapter shall have the ability and right to have the number of employees deemed necessary, and to purchase and contract for materials and/or services subject to the approval of the Board of Public Works and Safety or other governing Board or Commission.
   (K)   The Board or Commission in authority shall make a determination as to the number of employees and the materials and/or supplies needed so as to perform the duties of the Board, Commission or Department subject to the appropriation powers of the Common Council, if applicable.
