In addition to the specific prohibitions outlined in this chapter, no person shall unreasonably make, continue or cause to be made, continued or permitted, any noise disturbance as further provided in Sections 432.35 and 438.20 of the Traffic Code, Section 648.03 of this General Offenses Code and Section 1252.06(g) of the Planning and Zoning Code. This section shall not apply to noncommercial public speaking and public assembly activities conducted on any public space or public right-of-way with a permit from the Mayor or the Chief of Police.
