452.12 SNOW EMERGENCIES.
   (a)   The Mayor is hereby authorized to designate any and all streets within the Village on which parking shall be prohibited during snow emergencies.
   (b)   A snow emergency shall go into effect when there exist two inches or more of accumulated snow as determined by the United States Weather Bureau. Such snow emergency shall be in effect until expressly lifted by the Mayor.
   (c)   The Mayor is hereby directed to post signs on the major thoroughfares leading into the Village, notifying the public that parking is prohibited on the streets of the Village while a snow emergency is in effect.
   (d)   The Mayor is hereby authorized to announce to the press and radio and television stations within the Cleveland area that a snow emergency is in effect and that, therefore, parking on all streets is prohibited in order to facilitate the clearing of streets. No person shall park any vehicle on any street in the Village during the time a snow emergency is in effect.
   (e)   The Chief of Police is authorized to cause any such motor vehicle parked on any street in the Village during the snow emergency to be towed off the right-of-way at the owner's expense.
   (f)   Any person charged with violation of this section shall pay the fine provided for in Section 452.11 in addition to the costs of towing and storage.
