220.02 MEETINGS GENERALLY.
   (a)   Open Meetings. All meetings of Council shall be open to the public, except as prescribed by Ohio R.C. 121.22.
   (b)   Place of Meetings. All meetings, whether regular or special, shall be held at the Council Chambers (unless otherwise specified in the meeting notice) of the Village and shall be open to the public, except as specified by Ohio R.C. 121.22.
   (c)   Holiday Meetings. When any regular meeting of the Council occurs on a legal holiday or the day before, or the day after a legal holiday, the Council may meet in regular session on the Tuesday following such holiday at the place and hour provided for in subsection (b) hereof and Section 220.01 (a). A legal holiday is a holiday on which Village employees have a holiday recess.
   (d)   Opening Procedure. The President of Council (the Mayor) shall take the Chair at the time specified for the Council to meet, shall call the members to order and shall proceed with the order of business. (See Section 220.08.) In the absence of the President of Council, the President Pro Tempore of Council shall perform such duties as are imposed upon the presiding officer. In the absence of the President of Council and the President Pro Tempore, a Council member who is chosen by a majority of Council members present at the meeting shall take the Chair.
   (e)   Quorum. A majority of all Council members shall constitute a quorum to conduct any municipal business.
