220.01 REGULAR AND SPECIAL MEETINGS; WORKSHOPS.
   (a)   Regular Meetings. The Council shall hold regular meetings on the first Tuesday of each month at precisely 6:30 p.m., unless otherwise provided by Council. Prior to the start of a regular meeting, the Finance Committee shall meet at 6:00 p.m. followed by a Caucus at 6:15 p.m. The Council may recess during the month of August, subject to the call of special meetings or workshops as prescribed. Seventy- two hours notice at each Council member's place of residence shall be required before any Council action on any proposed ordinance or resolution is taken.

   (b)   Special Meetings. Special meetings may be called by a vote of Council taken at a regular or special meeting thereof, or shall be called by the Clerk-Treasurer upon request from the Mayor or any three members of Council. Any such request shall state the time, place, date, and subject matter to be considered at the meeting. Notice of each such meeting shall be given to each member of Council by delivery to his or her residence or (by request of the Council member) to his or her mail slot at the Village Hall not less than twenty-four hours before a meeting is scheduled. In addition, the Mayor, the Clerk-Treasurer and the Solicitor shall be similarly served with a notice, but a failure to send them shall not invalidate an action taken at such meeting. Any member of Council may expressly waive notice. Residents may request to receive notification of special meetings through the Village Swift Reach System. Procedures for establishing notification request forms, as well as Swift Reach notification shall be administered by the Clerk-Treasurer. Whenever a member of Council who has not properly been served with a notice is present at such special meeting, the giving of notice shall be deemed waived by such member. Legislative action at a special meeting shall be limited to the subject matter for which the special meeting was called.
   (c)   Workshops. Workshops shall be scheduled as prescribed by Council and shall be deemed and treated as a special Council meeting with subject matter that requires an informal atmosphere. Thus, the meeting need not be held in Council Chambers. The caucus room is sufficient unless there are other attendees too numerous to accommodate. Notice rules shall be the same as those for special meeting as set forth in subsection (b) of this section.
