It shall be unlawful for any person to locate, establish or maintain any lumber yard or place for the piling, storing, keeping or selling lumber, or to keep any lime, lath, shingles, hay, straw or other combustible materials on any lot or parcel of ground, unless the same are securely kept in a building constructed of brick, stone, concrete or other noncombustible material; provided, that the foregoing shall not apply to lumberyards now established and in use.
